Does the number of views you usually get impact whether or not your videos get monetized?

The performance of your video does effect how quickly you're monetisation is likely to go through but the performance doesn't effect wether you can or can't, although the process can take a month or more, sometimes resulting in the video just being stuck in the "review" stage for a very long time, so in a way it kind of can. Other factors like the content itself come into play as well.
 
Well, it's not so much whether I can monetize it or not it's just the problem of it getting accepted. It's not copyright because I've done vlogs with no music and still it's rejected for monetization.

Youtube did not do that, I can monetize a video where I use paint and draw a rubbish, the people who judge whether your video is worth to be monetize, is Youtube users.
