Wondershare video editor seems like a good editor....you'll have to pay 4.99 more than your budget but not that much more....

Have a try Smartpixel video editor, you can take the license around $15.

You should either go expensive or free, don't settle for in between because you will not be satisfied. One fantastic free editing software I can recommend is Lightworks.

WINDOWS MOVIE MAKER ...... I use it and have successfully produced 100% of all my videos with it.

I use AVS video editor. not sure how much it costs. But i heard thers a cracked version that will make it free. I am not saying the version i have i cracked. Im also not suggesting you look it up on youtube to get the crack. Just so you know.
