Most video editing softwares cost more than $10. If you're looking for something better than Windows Movie Maker, then most likely you will have to pay more than your asking price.
You can get Vegas Pro 12 which is close to $10... well, it's about $380 but meh, only a $370 difference! nah but I don't think there is any video editing program that's under $10 :/ you could search from some free programs and see what you get but other than that, you need to pay more than $10 for a video editing program
Grab a trial of Adobe After Effects
There are tons of student discounts and such out there, but the trial is good for 30 days unless you use a less-than-ethical way of getting around that.
