does adwords effect partnerships?

I heard back in 2012 that if you ever used adwords you cant un use it and cant cancel it. further more that if you have used it or are using it you cant be partnered with anyone including youtube/google. is there any proof or whats going on? i would like to know if i use adwords that i can cancel it at any time and get a partnership with say RPM, Machinima, etc.
 
,maybe it is adsense, does that stop you from get partners and can you cancel google adsense?
 
Google adsense is where you get paid, google adwords is advertising. Yes, you can cancel google adsense, when you sign up read the terms and it will say so.
