It is an Asian channel, someone else would have to tell you where... Maybe their setup is different?

you have to have special rights from youtube to do that! only a few channels CAN do that and sadly, it is a select few.

it's not that. it's a thing for companies and groups. an unprofessional channel cannot get it.
like full on companies and the sorts.

That layout is for corporate run channels-it's done via an advertising agency and you have to pay a very large sum to make it happen-it's pretty much a one and done deal-it's very difficult to change things because you need youtube's approval to make any changes to the page.
