Request Copywritten music upload with rights from artists?

Hello forumers, youtubers, etc...I searching for a lot's of music vids on youtube...So, because i like music, i wanted to upload some music to my channel, but youtube always ignored the video and said that third party member you know that error. But if i search for music vids, i always see in the descripition the following text:

Copyright Disclaimer Under Section 107 of the Copyright Act 1976, allowance is made for "fair use" for purposes such as criticism, comment, news reporting, teaching, scholarship, and research. Fair use is a use permitted by copyright statute that might otherwise be infringing. Non-profit, educational or personal use tips the balance in favor of fair use!

And i read after that I don't own the music here or the picture used, so fair credit to the original artists. So they can (or i could) upload some music with that text in the my vid's descripition witch means it gives me the rights but the artists can earn the credits from my video? I don't care about the credits but i rlly want to make music uploads. So, what should i do with this? Thx for any replies.
 
Putting that disclaimer doesn't allow you to break copyright rules. If you read the disclaimer, it is clearly for fair use where you are using part of the content but providing a commentary or criticism on the piece, or and educational or informative video about the piece. You can't just steal copyrighted content and reupload it.
