when i first tried to see if i could apply for RPM, i was denied of three possible reasons. i'm quite certain that the reasons you just listed is a general guideline they just put out if you don't fullfill the requirements.

Also what channel do you use? the link to yours tells me it doesn't exist?

There are other reasons than just music for a video to be claimed.
