I have two channels, one with 1000+ subs and another have 22 subs!
my 22 subs channel is enabled for monetizing (PARTNERSHIP)
for my other channel, youtube says PARTNERSHIP is not available in your country.
WTF???? Are they lying??

Check the email you used in creating your YouTube account. I suspect the email is linked to a country that is not available for monetization.
