I've seen as quick as less than a day, and as long as never. Though, if you get one that has lasted for weeks, it might be fair to delete it and reupload. Sometimes it seems as though reviews fall out of queue and get lost.

ok, i think i everything is clear to me now, so i need to send them list of developers where is developer of game i am recording saying that they approve that?

No. You need to provide a link to the each individual developer's/publisher's policy (+an email if you can but it seems AlloySeven has mentioned YouTube might not accept that for monetisation now). If you post a link to a massive list of devs for YouTube to look through instead of the actual developer in question, the person reviewing on the other end might decline it instead.
