Cant reply to comment even though user allows comments

A friend of mine leaves comments on my videos, but I can't reply to them -- the reply button is missing. He told me that his YouTube settings allow comments and that others can reply to his comments. Anyone experience this problem and have a solution? Thanks!

Same here dude, I think YouTube has changed some settings for users, the user have to enable this setting so that we can reply

Bumping this up since I've been having the same problem for a while now too. What's worse is when I try to make a new comment and use the "@/+" feature, if their username is too common, it might not show up on the drop-down list and I don't know how to select them otherwise xc
