This worked!

He made me a manager of his account so I could play around with it some more, and I was able to enable monetization by swapping out his AdSense via the change link. Note that I actually could not 'Change' (button greyed out) until I went to 'Advanced' and changed his country to United States. After that, all the monetization options were ungrayed out.

I guess Sri Lanka really -isn't- compatible with AdSense/YouTube monetization after all, even though none of YouTube's help topics says that. After I invited him to join the network, I switched his country back to Sri Lanka and removed myself as a manager, and everything is great!
