Hmmmmm that looks like it could be done with (If you have photoshop)
1: A blue gradiant background to start off
2: Two solid rectangles slanted and placed in each top corner
3: Two blue gradiant rectangles slanted and placed on the bottom corners
4: A blue diamond shape, with the opacity brought down real low, then use your round brush tool with the colour white to emphasize the middle of the diamond. Bring the opacity way down.
5: Add purple light to the top corner, bring the opacity way down.
6: Add your text....and I'm not sure if those stencils are already in photoshop, or hand made.
