Whoa, that's one of the most ridiculous things I've seen. Seriously 30 bucks to join a freaking network. They must be crazy or in some drugs.

Yeah and not to mention its entirely against YouTube and MCN ToS. They can have it revoked and face fines.

No you don't have to pay to get partnered, it says annual fee. That's like a fine for not being big enough. A network should help you grow, but in this case they punish you, if THEY don't do their job and for them being financially irresponsible (by accepting channels that are too small).
