You can only monetize games with full partnership :)
 
Networks have permission for game plays.. if youre not on a network youtube will often, but not always, refuse to monetize that video

Many networks actually don`t have licenses , they just use the fair use policy to get away with it, but monetizing games with half-partnership is usually refused and can result in account suspension

It should tell you all about that in your licence agreement
