Have you tried it for yourself? Even some PCs struggle to use the PS2 emulator, so I hardly think a Core 2 Duo is going to emulate a PS3 properly..

And no i haven't tried it myself but you really need to realize what PS3 hardware has, its not that much compared to the modern computer, PS3 has 8 core processor from which 6 are used for games but with proper programming the same threads can be executed on much more powerful dual core or quad core processor, as for the GPU any stand alone GPU will destroy the PS3 gpu. So yes its very easy to see how current hardware is capable of emulating the PS3, quite frankly the mid to high level PC's would be able to even emulate the Xbox One and PS4.
