Yeah it's basically a place to find new Youtubers from a similar category to you. It is totally legit and you won't lose anything by checking it out .

Yes, I've heard of them. CP is used for finding collaborations and business inquiries for your YouTube channel. I haven't used it personally but I've got a few friends who use it from time to time.
