Annotation links at the end of videos

Annotations do not work on mobile devices. With 80% of my audience being on mobile, it is better to devise a way to use Cards since they work on mobile phones, tables and computers.
 
YT did say that it wants to phase out annotations, but I don't understand why they can't just devise a new way (if it's impossible for annotations themselves to work on mobile) to be diverted to other videos or to subscribing, since I know a lot of people utilize annotations at the end of a video. They would basically be rendering millions (or more) videos obsolete if cards don't have a 1:1 replacement of annotations.
