Access Denied! No Collab for You.

At least you had the guts to ask, that's half the work right there! The fact that he denied the request can be explained several ways, nearly none of which would indicate any level of personal hatred towards you or your channel... If you had a channel with several thousand subscribers you'd probably get several collaboration requests a day, good luck trying to do all of them!
 
I did the same thing as this guy, several people contacted me trying to collab where they had no views/subs and told me that is due to them "not having an audience" and thus being under appreciated. Get to a 100k subs on your own and then we'll talk, not before. Otherwise collab with people with your own range of views/subs.
 
To collaborate there has to be a mutual benefit, no one will advertise someone else for completely free the vast majority of the time or work with them unless they will see some sort of gain from it. It sounds very selfish but it's the way the world works. I wouldn't allow a new forum to advertise on YTtalk for a link back on their new site, I see it similar to that. It is a shame about there being interest earlier on but now he doesn't want to but it is understandable.
 
I'm sorry, but I think his answer was fair. Unless you're his really close friend, I don't see why he would do a video with you because there is no benefit to him at all.
 
You do realize he doesn't have to do collabs right? He may have once wanted to do them but at least he messaged back about the issue.
 
You guys should have kept more in touch after that first collab back then. He probably could have done the collab just for the sake of being a cool guy, or being a friend, if you guys kept in touch. He probably forgot all about you.

Is there suppose to be any offense with this? He said he didn't want to, and now you're complaining about it. No means no, move on with your life. You don't need to interpret that as a offense to your small subscriber count.

I thought it response was also fine, I mean he doesn't mean disrespect and he may genuinely be very busy with other projects and cant afford to step to the side just right now. His approach is something I'd do aswell, I'd only ever play games with people I know very well because it makes it a lot more fun rather than playing with a stranger or someone I dont really talk to it becomes pretty awkward. Wether as if you were with a good friend you know each otheres humour and its more than likley similar you know how to react nicely with one another its just the right formula for a video so I honestly take his side on that aspect but yeah. Better luck nice time I guess
