60 fps videos glitching on lower resolutions?

Hi,

I record and encode my videos in 1080p 60fps. They look great and fluid, but what I recently noticed is that on resolutions not supporting 60fps (480p and lower) video footage seems to have very short glitches multiple times in the video. For example in my trailer video, if You watch it in 480p You should be able to see this at 0:56 after my saying "a cannon shot".

The wieird thing is that it seems to affect only my FIFA videos, I didn't have that problem with previous games. And I'm not the only one to have those glitches, it also shows in some of the bigger FIFA Youtubers, who do their videos in 60fps (for example Ovvy or Krasi).

Any ideas?
 
Well man let me tell ya I've talked with a few tubers and they said that there's only a small handful of people on YT that ACTUALLY care if a vid is 60 fps or not. My advice is if its HD is good enough so spare yourself the torture. :D

30 fps is not good enough nowadays for gaming videos. 60fps looks super fluid and sexy and it's the way to go IMO. I maybe have found a suspect tho... it may be the "Mutli-Frame Sampled Anti-Aliasing (MFAA)" which I had enabled for the game in the NVIDIA control panel for FIFA15. I never used it in previous recordings, and I have a feeling that this may cause those issues (not 100% sure tho... need to do some testing).
 
I think I may have found a working solution... let me just do one more test and I will post my findings here :)[DOUBLEPOST=1427460596,1427457398][/DOUBLEPOST]It seems that changing the frame rate to 59,94 when encoding fixes this problem! (The video is still available to watch at 60fps on Youtube).
I don't know why, since the "details" tab of the file in windows explorer shows 60fps.

Does it make any sense?
