5,000 Views get's you custom thumbnails?

Over the next few weeks, we'll be granting access in weekly batches to partners. Partners need to have been active for 30 days and in good standing. When you get access, you should only upload images that are representative of your video, ideally featuring prominent stills from your video. Thumbnails must comply with our Community Guidelines, so abuse of this feature can result in strikes against your account and account termination.

Maybe it's a manual thing, they see your channel's name has turned green and they have boxed you in for Custom Thumbnails and are going to send it out a little later.
 
My second channel where I upload random vids and stuff has 6000+ overall views but doesn't have custom thumbnails.

ok then another thing i can`t aply for partnership ... i go to the page to aply and when i aply it just rings me to the page for monetization ... does that mean that my channel can never aply for partnership ? :( i aplyed once and got denyed ... does that have something to do ?

Sadly right now YouTube is trying to figure out how to do "Partnership" I hate to say it... but maybe a network... JUST MAKE SURE YOU KNOW WHAT YOUR SIGNING!
 
This post was suppose to highlight the rumors that once hitting 5000 views, you do not get custom thumbnails, but I looked on my channel today and they were just installed, as you can see by the video in my signature. It could have been a delay in the system, but i kind of feel it was just coincidental timing as other people have mentioned they do not have them and they are over that view limit by quite a bit.
