That only happens when you are popular. For me most of my videos stall out at well below that mark (~75-125). Some go over and even pass 301, but the views trickle in at that point so I never had a video stuck at 301 for days. I just don't trigger that fail-safe. I've seen that 301+ sign besides videos of some of the motovloggers I follow. But they go 0-301 within the first hour of posting.

As others stated, YouTube takes their analytic seriously, and does not allow shenanigans. Especially when ads are sold, and money exchanges hands. [Big Company] - [YouTube] - [You]

Up until 301 viewers you can actually refresh the page the get more views. At 301 YouTube will check the amount of real views with an algorithm. This can take up to 72 hours. If, in the meantime, you have received more views, the counter will jump to 500 for example. However, if you haven't got 301 views because you have been refreshing your own video, it will forever stay at 301 until you received actually legit 301 views.

As I am a dork, one of the channels I follow is numberphile, which is about math. They did an awesome video on this with google--the back-end is explained in an interesting way. youtube.com/watch?v=oIkhgagvrjI&list=UUoxcjq-8xIDTYp3uz647V5A
