It's a SHIIIITTY cpm, compared to better networks. 4 dollar CPM when I could be getting over 10.

If you bother reading Adsense TOS you will clearly see that income (total amount) is explictly allowed.

CPM however is a gray area, but probably fine as he is partnered with a network.
