that's the price I will charge. Now if his quality of work isn't worth
$15, then so be it. I'm not the judge of that.

I think you need to be lowering that amount drastically or just start making designs for free to be honest. I don't charge people for designs and haven't done since I've been a graphic designer, I've fount that by offering my services for free a large number of people have got in touch with me over time and that has allowed me to gain a greater knowledge within photoshop and programs such as that. Here is a picture of something I made a while back just to show that I have improved over time because of the fact that I've offered my services for free for so long.

Once you are at a sort of Professional level as a designer you can then consider asking for money for you're services, but until then I'd just suggest getting some more experience with the software you currently use :)
