I'm not sure what the difference is. I click the link to the cms.youtube.com and I can see analytics, reports and an overview.

That's basic yes. You'd have to ask partner support to re-link you back to your CMS which to say the least, they aren't that helpful lol

I've never heard of that before. Is there a way to fix that?

A lot of older and larger partners usually have one. However, there is no threshold to meet to be eligible.

There is no guarantee they would do it either. It's risky.
