Nope.
You must have been a direct partner through Adsense before you can join a network. Why do you ask? Has your Adsense been disabled, or do you live in a country which is not eligible for Adsense?

If you have less than 10,000 video views, even a network will not accept you. As of April 6th of this year, monetization is no longer available under 10K lifetime video views. Do you actually have an Adsense account, and was your channel monetized before the new rule came into effect?

What you need then, is to get to the point where the views all of your videos have gotten across your channel surpasses 10,000. Then YouTube will review your channel's content for Community Guidelines and Terms of Use compliance; once your channel passes the review, monetization will restart.
