Youtube Network earning Freedom (value added tax)

My Tax Office want that I must pay extra the "value added tax /Sales Tax" too (not the normal income tax).So In Germany would be the 19% Sale Tax. So I would like to know right now,are the payment we get from Youtube Network in my case is freedom originally from Ad Sense? If not ,are the Money allready that network get, tax payed before It get paid To Me?

I would guess your Network is payed my AdSense.
