Why do people put tags in description box, does it help?

Not only is it agaisnt ToS but in my honest opinion it makes you look like a "noob" I prefer to see a video with a well organized description, if the description is a mess, i dont even take the time to watch the video and there are a lot of people that are the same way
 
A great way to do it, do a short description of the video. Than have a description of your series that can be placed in each one of the videos in a series (so you describe the video & series). Follow that with links for social media and such, it's a great opportunity to get the keywords out there that you feel are the most important. No need to jumble them at the bottom like other said, it will have your video deranked
 
There is a difference between keyword stuffing and using keywords well. It's good to have keywords in the description, but use them in real sentences. Use them as part of the description paragraph. Don't just add keywords in there for no reason.
