Did he say something about a sub requirement? If so this is a business decision not an artistic one. I'd want to collab if we had chemistry and just you know, it clicked. But if this is a "I want someone with tons of viewers to help me get tons more viewers" then this isn't my realm of expertise. But umm... notice he didn't say similar SIZE fanbase, just a similar fanbase. It could just as easily mean "an audience who likes channels like mine" or "an audience close to my size"
