They don't want to be sued. Google would rather just not let you put ads on videos anymore, and maybe that might lose them $5, but that could protect them from a class action law suit by advertisers.

depends on what you mean by "really popular" A channel with 50,000 subscribers is "really popular" to us, but it's probably only a small blip to youtube...

They are not Google sized for one, so they cannot be sued on such a large scale like google could. Also, they do not pay per click most of the time, they pay per impression. As necessary gaming said, they take preventative measures to prevent click bombing ads from counting towards the total clicks on your videos. Youtube cannot do this because of the mass amounts of channels partnered under Youtube. Networks can monitor this to make sure they are not making fraudulent payments. Also, you sign a contract with the network. If you were to click your ads, then that would be all on you, not the network. If you are not under contract, then Youtube could take the heat. :)
 
When I mean really popular I'm talking like over 1m Subs
once you hit that point you're an elite. If you're not partnered at 1 million subs.... umm.... that just doesn't happen...
 
The only way you could have 1 million subs and not be partnered is if you had your adsense disabled from a click bomber already...
 
It could go under the radar at that point. But if you have a video with say 50 views and it gets 20 ad clicks, then Youtube will see it fake and disable your account. Almost all large channels have partnerships though. :)
