Using free music in not monetized videos

Hello there,
I cant find good answer on this, so I ask here.
If some artist uploads his/her music on his own or another website as free downloadable music (song or entire album for free download) can I upload it to not monetized YT channel?

Also, if I use music from YT library in monetized video, will YT charge some fees from ads like it is with royality free music?

hmm. just replied to a similar thread. You won't find a good answer because there isn't one. It's all more complicated than some will try and have you believe. You have to check the description and usage rights for every song individually and see 'exactly' what it says. Get proper permissions where appropriate. Some may be free to use in personal videos but not for brands, commercial, monetizing etc. YouTube don't charge you fees for anything to answer that part of your question. The originators of the work can make a copyright claim or maybe even demand you pay for each time you played their track on your channel/website etc if you don't have proper permissions to use their work.
