Using 1 second of someones video

Hi.
So i found a video, where a guy created a compilation of 500 games for PC.
In this video he showed 500 games in about 10 minutes and every game had 1 second time on screen.
Is it allowed to create such content? If yes, then how many seconds of someones video i can use?

If it were me, I'd be asking people for permission to use their content, even if only a few seconds. :)
