In his defence, he probably thought he was buying legitimate views. It can happen if a website is worded accordingly to sucker you into parting with your money.

A far more useful usage of the money would have been to use YouTube's service to advertise your videos - it remains featured until it'***** a certain amount of hits/views that have been paid for. While I don't believe in paying for advertising like this, at least it's likely to reach actual people at the end of the day.
 
I'm slightly confused that you thought buying views was a legitimate way to make money..

Hrmm.. well that sounds pretty legit, but how the hell does this work with prerolls? obviously those are monetized impressions...

Just talked to the owner of an MCN called ForleaDigital and he thinks it`s a lie... I don`t see how it would work either.. all we can do is wait and see some official word from YouTube if given :p

Then the 15% comes into play.... 2:30 obviously only applies for longer videos.

Either way, you're issue is botted views = bad and will either get your channel banned or the views removed (at best).

Yeah, I agree. It doesn't seem very logical. I've also heard several versions of this (facts similar, varying slightly in the details and numbers)

I really want to know what the goal is behind this. More emphasis on retention?

I`d say if they put something like this into place it would be for this reason : cut down on botters making money it would also mean that you`d be able to see what views are watching a good portion of your video.

I think it will be only for overlay ad's, its virtually impossible to implement a system where you have to reach 15% on pre roll ad's unless google just took 100% of revenue if you didn't hit 15% retention which would be extremely unfair so likely won't happen.
