Some videos monetized others not ??

Ok I've noticed for some reason unknown to me 2 out of 4 videos on my page are monetized the other two are being reviewed ... Yet contain similar content to the ones that are monetized
What factors come into play when monetizing ... As I've tried to keep all videos along the same level , ie no copyrighted material / music ??

When you monetize directly through YouTube, some videos will be put "in review". Sometimes this only lasts a few minutes and sometimes it gets stuck forever. There is no telling how long it will be in review. There also seems to be few ways to predict what videos require a review and what videos do not.
