It's a trend among networks to keep information about the network as vague and as hard to find as possible. Socialblade is hardly the only one doing that.
 
SocialBlade doesn't have a certain requirement page you can visit. Just check your youtube stats and if a "apply for partner" button appear in your youtube stats page that means you meet the requirements. I cant post a pic but it should be easy.
 
Once you have 1 channel partner you can add 2 more. Just added 1 with only game videos and it's partner. To get the first channel partner you need to have 100 daily views and own content.
 
Oh actually, the button shows up at 83 views for your daily average, so that means you'll have met the partnership requirements. You should probably keep in mind though that this doesn't necessarily mean you'll be accepted :(
