Well it depends on how small. If he's 40 subs with 10 daily views but if he's 300 subs with 1000 daily views then maybe.

I really wouldn't consider joining for this reason alone:

They have a $100 threshold, much like Fullscreen or AwesomnessTV. Which means you are never going to earn anything until you reach that amount. Now, also take in the fact that the contract is 1 year, a small channel like yourself is not going to benefit whatsoever, you probably wouldn't even make that amount in the year. So basically your giving them money.
