Should Google+ affect youtube verification ?

So my channel ' MrToxicVortex' is on 3590ish subs and iv noticed my network ( Freedom ) making shouts about channels with 1000 subscribers becoming verified which made me interested and wanted in. It turns out to become verified you need 1000 subscribers and 1000G+ followers .. i'm only on 452 . do you think that Google plus should stop channels from being verified or not ?[DOUBLEPOST=1407809516,1407809466][/DOUBLEPOST]type my name in on G+ to follow me

• Your Google+ page or profile must be authorized by your commercial entity, organization, brand, or product.
• If the channel is connected to a Google+ page, the page must contain a link to your organization’s website. This website must be verified (i.e. have a small checkmark next to the website URL),
• Have a substantial number of subscribers.

It used to say followers but not anymore.
