Terminating your AdSense account is a silly thing to do and do not recommend it though. Stick with it and let it sit there if you can't reach the threshold is my advise
I was thinking more about when somebody switches from Adsense to a Network. They should make sure that they have more than $10 before the switch. That is unless the Network takes over the funds in the Adsense, I don't know.
