If that's true, then it's a joke.

I think at this point, new recruiters at their stage could only afford to offer 1 year max, which might be too long either. The optimal solution would be to let the partner get out of contract whenever this action would be requested from any of the sides.
 
Acifin is partnered with BBTV. TGN is also partnered with BBTV. BroadBandTV is quite a large company and they have a wide variety of networks/advertisers that exist under them, but be aware that there are a lot of Aggregator's out there that take advantage of unsuspecting youtubers. Make sure as with any network, you carefully read over your contract and understand the payment terms, length of term, and what is expected from you to be a provider/partner.

PS... being an Aggregator is not terribly hard to achieve (although the amount of work necessary to make it work is definitely a lot)
