Promote a monetized video by Adwords?

Can I promote a monetized video by Adwords? This againsts Youtube and Adsense policy? My channel and Adsense account will be banned for this?
 
This is a legit way of promoting yout vids, you can do that, the ads dont get played during that anyways

That's why you should not use adwords, its better to buy shouts or advertisement on social media , that's way you promote your video and your ads are being displayed.
