So I want to know what this is, I've seen it on a lot of partnership descriptions and such you-tubers talk about it but never explain it. So can someone tell me what this means when it comes to partnerships

Its when they only pay you when you accumulate a certain amount of $. E.g if you had a 100$ payment threshold you would have to earn 100$ before they pay you.

Depends on your network. Most networks have a payment hold of either $50 or $100. Once you have made that much, they will pay you.
