1- either be 18 and sign the contract yourself or have a parent sign it for you !

best thing is contact the network you're applying for ! One thing is for sure, If you're under 18 you must get a parents consent !

Well, some partnership networks have requirement, some that are harder to reach like maybe a certain amount of subscribers. Other networks may just want a good commentator or some one with original content. Good luck!
