Partner network a way to get around country restrictions?

Is it possible to become a Youtube partner even if your account is registered in a country where Youtube does not offer the monetization option (outside of the so-called G20)? Are partner networks a way to get around this - that if you are able to partner with a network it does not matter what country your account is registered in?

You can only get partnered with a network not YouTube directly.

Yep, but you most likely won`t have a very high CPM.

You would earn very minimal compared to channels in the US/Europe, but you can do it with some networks.
