Outro card

Hey
So I've noticed the last week or weeks a new thing in peoples outro, Its their profile picture that, when you move the mouse over, pops out and asks you to subscribe. I like it and want to try it out for myself but I can not figure out how they do it! Any one that can help me figure out how it's done?
