Only been on youtube a week and i'm already allowed custom thumbnails?

While uploading my most recent video i saw the option to add a custom thumbnail, but i don't know how i am allowed them, on the help part of youtube it says you either need to be a partner, or have been on youtube over a month, but i am neither?
