It does mean don`t try.
This is something that really pisses me off because if a network does get CMS access then it will be Iricom`s or QuizGroup`s , and then if that network fails, neither of those 2 CMS owners could care less about the partners that were with that network , they just leave them in their contract, no support, pretty much nothing the network offered them...
