I only know of one network (leet/base79) [has only 1 license not 1000s]
no other gaming network has any licenses

I find that hard to believe. You're saying even if your partnered with a gaming network you're not supposed to post their content? nor make money? How do other Youtubers make money off gaming videos

What the hell does "their content" mean? you totally lost me on that part...
Just because a network specializes(sp?) in gaming doesn't mean you can post other peoples copyrighted works without their permission. If that's what you mean...
They go right to the source and email the copyright owner of the game, in most instances I would assume that would be the publisher of the game. Some copyright owners will give you a consent to monetize their content, others will tell you politely to go away.
Being partnered doesn't give you some kind of immunity from the law.
