My videos are attracting low cpm ads

it is kind of making me sad.

My videos used to get high cpm ads. They used to be something like $5-$15 cpm and now they are something like $0.30 on some videos which is under a dollar for every 1000 views.

Is there an explanation to why this is happening or is there a way I can attract ads that pay more?

There is no definite answer, it has to do with what kind of content you produce, what kind of people watch it and where they are, what device they watch on, whether they have adblock or were able to fetch an ad or not, the time of year when advertisers budgets are subject to change.

There's always been lots of questions like this however you simply cannot get a definite answer you're looking for as it could be a variety of different factors.
