What? How will staying with a network 2 years make his CPM rise? If anything he is better off not committing to a long contract (the shorter the better).
The reason its low in the first place is because the network considers him a "Liability" to an extent so they don't bother giving him good split because they think he might leave after each month, his best option is to find a different network and try to do at least a 1 year contract so the network knows he is committed and thus they give him better share

I see your point but this is not always true, if you have a high amount of views daily a network will offer you all sorts of things (high revenue shares & short ish contract length).

Exactly, but at the moment he's only sitting on 6,000 a day, which is good, but a network wouldn't consider that to be good enough.
 
You seem to be having a descent RPM, maybe it's the cut that further lowers your earnings. My RPM ranges from 2-5 with adsense so it's desent, but it's actually your CPM here that decides your main income.
RPM depends on the CPC which you don't have control, all you should do is carefully select your keywords for a higher CPC.
While CPM is again someting you can't control, all depends on the network, even if you want to, you can't increase it unless you can change your audience geography somehow by altering your channel theme :p

It depends what network, il give you an example, many sub networks of zoomin tv would offer him an 80% contract with a 3 month no lock in that turns into a 1 year deal, that is a very high gross % and that is without having to commit to a long deal.
