Monitization Thumbnail Problem{HELP} !!!

Hi guys. Sorry for the delay in my response. Yes, I have monetization enabled. In fact, I made a whopping $2.51 in March off my videos! :) Everything on the back end for my channel is 'green lights' and enabled - just custom thumbnails that still says I'm not eligible at this time and I have no idea why. Any ideas? Anything I can do to speed it up? I emailed partner support over the weekend, but no response yet. Guess YouTube was too busy making April Fools jokes. ;-)
