Linking channels..

Say I started another channel, how would I link that up to Fullscreen? I remember this being kind of answered before but I don't know where or by whom.

I thought you have to reapply to partnership with that channel once it gets big enoug, but i'm not sure

I'm still waiting on receiving my contract, i guess they are pretty busy today.
